hi moonie, i'm not too familiar with still cameras...does o.25 mean the shutter stays open for 0.25 seconds ? did you take this picture ? would the same effect work on a persons face ?
Yes, the shutter was open for a quarter of a second. I took the picture. And it wouldn't be quite the same for a person's face because it's not giving off light itself, but there is a blurring effect nevertheless.

That's a good post, Monnie! Sometimes that shutter speed is shown as 1/4, I believe - or 1/25? I'm also still learning!
You're right - an alternate way of writing it is 1/4 s.
